MESSAGEFROM THE SECRETARY CURRENT IAPC EC MEMBERS
Dear Friends,

Greetings from the IAPC Secretariat! This is the first newsletter from the new secretariat.Indian Association of Palliative Care is going through a very exciting phase now. Dr Dinesh Goswamy, my predecessor, had initiated a good number of very ambitious programs. Project Kiran, the new IAPC Course in palliative care, development of a national pool of trainers and establishment of a national information office are some of them.

Project Kiran is the ‘parent project’ facilitating all the other projects mentioned above. It is a  joint venture by five organisations – Indian Association of Palliative Care, Helpage India, Institute of Palliative Medicine, Help the Aged (UK) and Help the Hospices (UK). Financial support for the project comes from Helpage India, Help the Aged (UK) and Help the Hospices (UK). We believe that this ambitious venture has the potential to change the face of palliative care in India enormously.

I take this opportunity to place IAPC’s appreciation for the efforts our four partner organisations are making.The first trial run of the Basic Certificate Course in Essentials of Palliative Care has been a great success. It is for the first time that all senior palliative care people could sit together to work on a common project. Support from Dr Max Watson and Dr Libby Sallnow have been very helpful. Lt us hope that the team will continue to deliver great things!
The new team take it up as its responsibility to see that all these projects are run with enthusiasm and vision. We expect whole hearted co operation from all of you.

IAPC Conference 2009-Delhi

16th International Conference of Indian Association of Palliative Care 2009 will be held in New Delhi from 13th to 15th February at Jawaharlal Nehru Auditorium, AIIMS, New Delhi. Kochipallcon

15th International Conference of Indian Association of palliative care, Kochipallcon was held in Kochi , Kerala from 8th to 10th  of February 2008. Sixty experts from twenty countries and 470  delegates attended the three day conference.. The Theme of the conference was Quality and Coverage. The focus was on how to give good quality palliative care a wider coverage , so that it is able to access the maximum number of needy patients across the country.

The conference was inaugurated on 8th February 2008 by popular cine artist Mr. Dileep at a grand inaugural function held at the venue. Dr. Sandeep Appunni the winner of Bruce

Davis Gold medal for the year 2007 received the medal in a function held at the Conference venue. Dr. Sandeep is currently working as a NRHM doctor at Pain and Palliative Care Society, Calicut.

The conference was organized by the Consortium of Pain and Palliative Care Units in Ernakulam and the organizing secretary was Dr. Biju Raghavan.

 A pre conference ‘continuing Medical Education’ program for un initiated medical professional as well as laypersons was held on Thursday, February 7th ,2008. This program used the EPEC-India (Education in Palliative and End –of-Life Care curriculum.

International Conference on Public Health and Palliative Care

1st International Conference on Public Health and Palliative Care Is being organized in calicut , kerala ,India on January 16th and 17 th
,2009. This conference will draw together the diverse public health
experiments and practice from around the world to discuss and evaluate the ongoing value and contribution of this form of Palliative care practice. Trichirappally Palliative Care Association has been formed in a function held on 16th of march at Trichirappally.

Preparations for the 2010 IAPC International conference were started in the meeting

Trichy regional centre organized the certificate distribution function of the IAPC certificate coure in essentials of palliative care at the same venue.

The chief guest was the district collector Mr T. Soundaiah . Dr.Mohanasundaram welcomed and Introduced Palliative care to the gathering. Certficates were handed over to the passed out Candidates.

IAPC Course  
After the successful completion of IAPC Piolot course, Indian Association of Palliative has decided to condut the IAPC Certificate Course in Essentials of Palliative Care two times a year. The first batch will start in June and the second batch in November this year. The examination will be held in  August 2008 and Jaunary 2009 respectively.
The pilot course gained overwhelming response. There were 12 regional centres which conducted the course. The overall pass percentage is approximately 90. In 2008 IAPC Course will be conducted through 21 regional centres in India.

IAPC Course Announcement

Applications are invited from doctors and nurses for the Certificate Course in Essentials of Palliative Care.
The next course commences on 01.06.2008
The examination will be in first half of August 2008.
Course Outline:
The certificate course in Essentials of Palliative care has two components. Part A intended to build the theoretical base. Part A has eight weeks of distance learning and introductory session in the beginning followed by a contact session of 15 hours. There will be an evaluation at the end and the successful candidates will be awarded the Certificates in Essentials of Palliative Care.
Part B of the course is 10 days of optional clinical placement at apalliative care unit convenient to the candidate. The certificate awarded to candidates successfully completing this clinical component of the course will enable them to apply for license to stock and dispense oral morphine under the modified narcotics rules. Some of the centres may charge fee for the clinical placement in the unit.
The course will be delivered by members of the National Faculty in Palliative care through different centres in Inida. The course aims to empower the health care professionals in handling basic palliative care situations. The topic covered include.
  •  Management of Chronic Pain

  •  Management of other symptoms in advanced diseases   

  •  Communication skills

  •  Nursing care in patients with advanced disease

  •  Care of the elderly

  •  Care of the dying

  •  Community Participation in Palliative Care
Who all can apply?
Doctors who have successfully completed MBBS/BDS(including those doing their internship) and Nurses with Diploma in Nursing / BSc Nursing.

This course will be a starting point for those interested in the care of the chronically /incurably ill, the bed ridden and the elderly.

But any practicing doctor or nurse irrespective of the speciality are likely to benefit from this training to improve their clinical , communication and organisational skills.
Course Fee:
A heavily subsidised course fee of Rs. 1000( Rupees Thousand Only) will be charged. This will cover the training fee, course material and examination fee. Expenses for travel to the contact sessions, examination and cost of accommodation during the sessions will have to be borne by the candidate. Registered candidates who are not able to write or failed in the examination will get one more chance without paying additional fee.
How to apply?
The completed application form with the Demand Draft and proof of professional qualifications is to be submitted to the regional centre.

Palliative Care Unit for Upgradation As Training Centres

The committee for selecting the three Palliative care centres for upgradation has selected the following three centres for the year 2007-2008

  1. Palliative Care Unit, PGIMER, Chandigarh
  2. DNHP Memorial Palliative Care Clinic, Guwahati
  3. Jeevodaya Hospice , Chennai

These centres will be awarded Rs. 1,00,000 for 2007-2008 for this purpose
As a recognized centre in Palliative Care these centres are required to :

  1. Conduct a regional workshop for training the trainers in palliative care before May 2008.
  2. Coduct training programs of IAPC on a regular basis
  3. Establish basic infrastructure /human resource for running regular training programs at these centres

In the year 2008 -2009 IAPC proposes to upgrade five more palliative care units as recognised training centres. Interested centres may apply to the National Information Officer, IAPC Secretariat, Institute of Palliative Medicine, Medical College Po, Calicut, Kerala with details of the existing facilities.

2010 IAPC Conference
It was noted that Dr. kaul, the organizing secretary for Bhopal conference (2010) has shifted to Delhiand has expressed her inability to conduct 2010 Conference at Bhopal. It was discussed at length. Dr.Mohanasundaram volunteered to conduct it at trichy,Tamilnadu. This is the second time an IAPC conference has been changed at the last minute. It was a great concern at the new organizing secretary has less than the normal time to organized the IAPC Conference at Trichy. It was felt that some sort of caution money deposit should be introduced for bidding the IAPC Conference. Once some member bids for an IAPC conference, they must stand committed till the end of conference, to avoid last minute confusion.

Mr. Noordeen complained about bon receipt of newsletter from secretariate. He was advised to change his contact address from overseas to hometown

House endorsed receipt of request for holding 2012 IAPC conference in Mangalore from Dr.pankaj, however,is to be settled later

EPEC INDIA WORKSHOP (APRIL 2008)
On April 26- 27 there will be another EPEC- India workshop at – India workshop at manipal university in India . It will be open to all physicians and other health care professionals. The focus will be teaching the EPCE India curriculum in small group interactive sessions and help medical personnel to better teach and implement palliative care in to their practices and institutions.faculty from India and the USA will be participating in the workshop.

Project Kiran Launched
Project Kiran, A joint venture of the Indian association of Palliative care , Institute of Palliative Medicine and HelpAge India has been officially launched in a function held at Manjeri in connection with 2nd international conference on community participation in palliative Care.  The project is being implemented in India with financial and Collaborative assistance from two UK based Charities – Help the Aged and Help the Hospices.The financial support of the project comes from Help Age India, Help the aged (UK) .

(Help age India), Prof. Sukdev Nayak and Dinesh Chandra Goswami (Indian Association of Palliative Care) and Dr. Suresh Kumar (Institute of Palliative Medicine), Participated in the Ceremony.

         The duration of the project is three and a half years. “Bringing palliative care to the door steps of those in need” is the objective of this project. The project envisages providing special care and support to elder people. There are may issues in the care of the elderly
Which fall in to the physical, emotional, social and spiritual domains of their lives, where applying principles of palliative care can help solve them.
       In the project IAPC is responsible for upgrading training centres in palliative care, help developing training programmes, advocacy activities, help setting up information centre in palliative care etc.

International workshop in Community Participation
Inaugural function of the international work shop on community participation



The second international workshop on Community participation was held on February 5th and 6th,2008 at Manjeri in Malappuram  district. This workshop concentrated on the need, methods, quality assurance and evaluation of homecare programmes from the point of view of the developing world.

           The conference was officially inaugurated by Mr. David Prail, Co-Chair, world wide Palliative Care Alliance and Chief Executive Help the Hospices . The ceremony well attended by politicians, government officials and well-wishers was followed by impressive cultural programs.

National Information Officer (NIO) For Palliative Care
A National Information Office has been conceptualized as a ‘data bank for information related to Palliative Care in India’.  This enables to access any data on Palliative care faster and more effortlessly. The National Information Office of IAPC is located at the Institute of Palliative Medicine , Calicut. The current National information officer in Palliative Care (India) is Ms.Nisha.
