Reporting structure : Direct reporting: Senior Palliative Care Physician
Administrative reporting. : Director, Defeat-NCD India Foundation
Clinical coordination. : Head of Oncology / Partner Medical Institute (as applicable)
Remuneration (CTC) : Hiring range: INR 75,000-100,000 per month (depending on qualification and experience)

Additional Information: About Defeat-NCD India Foundation

The Defeat-NCD India Foundation (DNCD-I) is a not-for-profit charitable organization, registered under section 8 of the Indian Companies Act, 2013 (18 of 2013). The foundation is set up as the practical response to the widespread call for action on non-communicable diseases (NCD). The Foundation’s activities focus on assisting low resource countries to scale-up action on NCD through:

(i) national capacity building;
(ii) community scale-up of NCD services;
(iii) affordability and accessibility of essential NCD supplies; and
(iv) financing for country-level NCD programming.

In achieving its mandate, the Foundation works with governments, multilateral agencies, civil society, academia, philanthropies, and the private sector. The Foundation’s efforts are aimed specifically at SDG 3.4 i.e. the reduction by one-third of premature mortality from NCD through prevention and treatment.

NCD and poverty are strongly inter-connected, and the SDGs also drive the Foundation’s principal values, especially that of equity through aiming to “leave no one behind” and proactively reaching out to the most needy and vulnerable.

Project context:

Towards the institutionalising these objectives, Defeat-NCD India Foundation, in partnership with medical colleges and medical institutes, is establishing a comprehensive Palliative Care Programmes. This initiative integrates Outpatient (OPD) services, Inpatient consultation/services (IPD), Home-based palliative care, advocacy & capacity building components.

The Medical Officer – Palliative Care Services, will work under the supervision and mentorship of the Senior Palliative Care Physician to provide clinical services across palliative care OPD, IPD, and home-based care, ensuring integration within existing health systems and community structures. The project also aims to engage in community and health system strengthening activities aligned with the with India’s National Programme for Palliative Care (NPPC), WHO’s Public Health Model for Palliative Care and relevant State Palliative Care Policies. The incumbent should be willing to learn and apply palliative care principles and practice.

Key responsibilities:

1. Clinical Palliative Care Services
• Provide palliative care services to patients in Outpatient clinics (OPD), Inpatient wards (IPD) and Home-based care settings
• Assist in assessment and management of Pain and other distressing symptoms and providing Physical, psychosocial, and supportive care needs
• Conduct medical examinations, record patient histories, and document clinical findings.
• Support development and implementation of individualised care plans in collaboration with the interdisciplinary team.
• Participate in inpatient rounds and supervised home visits to ensure continuity of care.
• Provide emergency or crisis support to palliative care patients when required, under guidance.

2. Multidisciplinary & Team-Based Care:
• Work closely with Nurses, counsellors/ psychologists, social workers, Occupational Therapist, Dietician, Paramedics and community health workers
• Participate in multidisciplinary case discussions and care planning meetings
• Support smoot coordination of palliative care services at facility and community levels

3. Home-Based Care & Community Outreach
• Conduct regular home visits for patients preferring care in familiar surroundings.
• Train and mentor caregivers and family members in Basic symptom management, Psychosocial support, Home-based palliative care techniques.
• Coordinate with Government PHCs, CHCs, SDHs, DHs, NGOs and local healthcare providers to strengthen access to Palliative care, especially in underserved areas.
• Participate in palliative care outreach camps and community activities.
• Promote home-based palliative care as an essential, dignity-preserving component of healthcare.
• Support institutional and community capacity building in palliative care.

5. Documentation, Quality & Governance
• Maintain accurate and complete medical records as per programme protocols.
• Follow SOPs, referral pathways, and institutional guidelines.
• Support monitoring, evaluation, and quality improvement activities.
• Learn safe opioid prescribing and documentation practices in compliance with NDPS Act, under supervision

Essential Qualifications:

• MBBS from a recognised medical college/institution
• Valid medical registration in India (or eligibility to obtain)
• Additional qualifications in Palliative care will be a distinct advantage.
• Strong communication and interpersonal skills; ability to work in challenging field conditions.
• Fluency in local language is preferred.

Experience:

• 2 -3 years clinical experience after primary qualification, is essential.
• Prior exposure to oncology, chronic care, geriatrics, ICU, hospice, or community health will be preferred.
• Exposure to Palliative Care medicine will be added advantage.
• Familiarity with public health systems and preventive care.
