New Release – EAPC Atlas of Palliative Care in the European Region 2025

The EAPC Atlas of Palliative Care 2025 is the most comprehensive resource to date for understanding the current state of palliative care across Europe. Developed with input from over 200 experts and aligned with the latest WHO global framework, the Atlas presents detailed, country-level insights into service availability, policy development, opioid access, education, and public health integration.

Key findings from the Atlas:

  • Over 4 million people in Europe suffer from serious health-related conditions needing palliative care.
  • More than half the countries in the region have a strong national and sub-national presence of palliative care advocacy and promoting patient rights.
  • Access to oral morphine is limited at primary care level in a few European countries.
  • Palliative care is officially recognized through national regulatory authorities as a medical speciality or sub-speciality in only less than half of the countries.
  • 7119 specialized palliative care services exist across Europe—averaging 0.96 services per 100,000 people.

This essential tool not only maps the current landscape but also advocates for equitable and improved access to quality palliative care services.
